Some of you are having trouble getting access to relevant papers on the web. If you can't find a reference from the Handbook of Biosurveillance's first chapter using a basic Google search, you might want to use some of the more advanced search tools at the Pitt online library: http://search3.webfeat.org/UPittSearch.asp.
Many of the copyrighted articles that are not freely available on the web can be retrieved here. One difficulty with this solution is figuring out which database to use when searching. There are a variety available. Two that I find pretty useful are Inspec and IEEEXplore. If you still can't find the paper you are looking for, drop me an email explaining which paper you are looking for, where you have looked, and we'll try to guide you to a better source. In the worst case, you may have to do it the caveman way and go photocopy a paper from the journal in the library.
